The Islamic Committee of the International Crescent
(Establishment, Organizing and Activities)
Introduction:
According to the call of Colonel Muammar Al Qaddafi in his speech at the opening of the Eighth Session of Islamic Conference of Foreign Ministers (OIC) held in Tripoli from 27 Jamadil Awal to 3 Jamadil Thani 1397 H ( 16- 22 May 1977 AD) which included " I appreciate this great work for in every natural or unnatural disaster there should be a role of the Red Cross. So why don't we continue this work through establishing the International Islamic Red Crescent to perform an international humane work. ", the Cconference adopted the resolution No. (11/8-c) that stipulates to establish an Islamic organization in order to meet the humane purposes and cooperate with the associations of Red Crescent and Red Cross and other similar human organizations. In accordance to this resolution, the procedures to establish this organization started to prepare the agreement that was adopted later by the Islamic Conference of Foreign Ministers (ICFM), as explained hereafter:-
Firstly : Establishment:
- A meeting of the group of expert jurists was held in Benghazi from 16-18 December 1974 ad. For establishing an Islamic committee of Crescent as an implementation of the resolution 11/8 issued by the Eighth Islamic Conference of Foreign Ministers which stipulates to establish an Islamic organization for the Red Crescent and the delegates of the following countries attended the meeting :
Libya – Saudi Arabia – Iraq – The General Secretariat of the Organization Islamic Conference– The general Secretariat of the organization of Arabic Societies of Red Crescent and Red Cross.
- Several meetings were held to establish the first procedures with the participation of Libya and the General Secretariat of the Organization of Islamic Conference with the cooperation of the expert jurists groupe which put a draft for agreement establishing the Islamic Committee of International Crescent and discussed during five successive sessions of Islamic Conference of Foreign Ministers.
- The Twelfth Islamic Conference of Foreign Ministers held in Baghdad – Iraq during the period from 29 Rajab till 4th of Shaaban ( from 1st to 6th of June ) issued the resolution No. 4/12 which includes the approval of establishing a Committee formed of 9 member states namely:-
Saudi a Arabia – Jordon – Mali – Cameroon – Kuwait – Indonesia – Libya – Turkey and Senegal in order to complete the following establishing procedures of the Islamic Committee of International Crescent :
* Preparing the final form of the agreement of the establishment of the Committee. * Taking the necessary measurements of preparing the place for the Committee and the means of its work. * Suggesting the frame of positions, systems of administration and project of budget.
- The agreement of establishing the Islamic Committee of International Crescent and its place in Benghazi – Libya (which is one of the specialized institutions of the Organization of Islamic Conference) had been approved according to the resolution (4/13 B) issued by the Thirteenth Islamic Conference of Foreign Ministers held in the city of Niamey – Niger during the period from 3 – 7 Thi Alqiada1402 H , 22 – 26 August 1982 AD. ) were approved.
- Libya (the hosting country of the Committee) has allocated a building in Benghazi as a headquarter, furnished and equipped it with the necessary communication tools as well as providing the financial assistance to assist the secretariat of the Committee in performing its administrative work, periodical meetings and humane activities.
- The Thirteenth Islamic Conference of Foreign Ministers held in Niamey – Niger issued the resolution No. 3/13 concerning the first composition of the Committee to follow up the procedures of the foundation stage from the following countries :
Saudi Arabia – Cameroon – Turkey – Mali – Indonesia – Koweit – Senegal – Qatar in addition the two permanent members: Libya and OIC.
- According to the resolution No.7 – 21 issued by the 21st Islamic Conference of Foreign Ministers held in Karachi from 25 to 29 of April 1993, the composition of the Committee was decided from the following countries :
Indonesia – Saudi Arabia – Senegal – Morocco – Iran – Turkey– Guinea – Mali and the two permanent members.
- The ICIC agreement came into force recently after reaching the needed legal qourom and the election of its eight non permanent members will take place during the forthcoming Islamic Conference of Foreign Ministers to be held in Kampala on 18 to 20 June 2008.
Secondly : The Basic Principles:
The Islamic Committee of the International Crescent acts according to the basic humane principles drawn from the Holy Quran and the Islamic Law which embody the basics of the humane dealing and the spiritual and ethical values that the divine laws and religions recommended and that all people of the world agreed on. And these principles are :
- Human Dignity:-
The Committee shall uphold the principle of humane dignity and its inherent spiritual and ethical values what formulate a basic requirement for better human relations that derives its strength from the existence of the factors of respect, cordiality and goodness to all mankind.
- Justice:
The Committee shall consider that justice among people and restoring peace as well as social justice are noble objectives, likely to ensure the stability of humane communities and welfare.
- Equality:
The Committee believes in equality among all people without discrimination or distinction due to any reason. It seeks to display Cordiality and fraternity and to put an end to reasons of hatred and animosity.
- Impartiality:
The committee stresses the state of neutrality in dealing with the disputant parties and considers it as a positive force that build Confidence and leads to the domination of right views and wisdom.
- Independence:
According to the nature of Committee's humane activities, it totally works independently when performing the tasks stipulated in the agreement.
- Peace:
The Committee believes that the honest call for peace must surmount abidingly in order to stop suffering and devastation caused by armed conflicts and wars.
Thirdly Functions:
The third chapter of the agreement of establishing the Islamic committee of the International Crescent tackled its functions which includes:
- Providing relief and assistance in case of disasters (Article 4).
- Providing services and care to victims of armed conflicts and taking peaceful initiatives in order to solve the resulting human problems (Article 7).
- Building up close relations of cooperation with organizations operating in the field of humanitarian services, in particular with the Red Crescent and Red Cross( Article 5 ).
- Contributing to the efforts exerted to establish better relations among people, strengthening bonds of friendship and propagating amity and fraternity, enriching the human heritage in such a manner as would root the spiritual and ethical values, promote solidarity to defend human rights and protecting him, supporting the call for justice and peace, and preventing the risks of war ( Article 6 ).
Fourthly : Composition of the committee: The fourth chapter of the agreement of establishing the Islamic Committee of the International Crescent points out its composition as follows :-
- The Committee shall be composed of ten members chosen as follows :-
• Eight members from the signatory states or party to the agreement elected by the. Islamic Conference of Foreign Ministers on the basis of candidatures proposed by member states of the Organization of the Islamic Conference. • One permanent member appointed by the host country. • One permanent member of the Organization of the Islamic Conference appointed by the secretary general (Article 8).
- The Committee shall elect from among its members a president and a vice president for a two-year term of office (Article 9).
- The Committee's mandate shall cover a period of four years. At the conclusion of the first term, membership of half of the non-permanent members shall come to an end by balloting. The membership of the four other members shall also expire after a period of two years. The conference shall elect new members to replace those whose term of office has expired.
- ICIC president and vice president:-
• Dr. Ahmad Abdallah Al Shereef (Libya) was elected president for the Committee in the first Meeting held in Benghazi in 1983 A.D. • Mr. Suhand Igas (Indonesia) was elected vice president in the first Meeting held in Benghazi in 1983 A.D. • Mr. unal Sumunjo (Turkey) was elected vice president in the year 1990 A.D. • Mr. Turker Sanal (Turkey) was elected vice president in 1996 A.D. • Mr. Ali Mahmoud Buhedma (Libya) was elected president for the Committee in 1996 A.D. • Mr. Hassan Shushatri Zadeh (Iran) was elected vice president in 2006. • Mr. Omer Tasli (Turkey) was elected vice president in 2008.
Fifth : Requisites for the membership of the Islamic Committee of the International Crescent:
Requisites for members of the Islamic Committee of the International Crescent include the following :
- Membership of the committee requires a wide knowledge and experience in fields related to humanitarian activities and genuine concern towards world issues and development of international relations on the basis of friendship, cooperation and equality (Article 11).
- Members during their term of office shall be committed to fulfill their tasks in their personal capacity, with objectivity, impartiality and dedication (Article 12).
- Parties to the Agreement shall provide members of the Committee with all facilities to enable them fulfill their tasks (Article 13).
Sixth : The Administration of the Islamic Committee of the International Crescent:
The administration shall be structured according to the organizational structure and rules adopted by the Committee (Article 14) and as follows :-
- Administration of the Secretariat of the Islamic Committee of the International Crescent:-
• Office of the president. • The specialized administration that perform the administrative, financial and technical activities of the Committee.
- Regional Bureaus
These are the bureaus that shall be established in some of the regions according to the need in order to perform tasks of Committee.
Seventh : Finance: The fifth chapter of the Agreement of establishing the Islamic Committee of the International Crescent points out determining the financing resources of the Committee which are :
- The financing resources of the Committee consist of :-
• The subscriptions of the states signatory and party to this agreement. • Unconditional donations, wills and grants. • Revenues accruing from its private property (article 17).
- The committee shall enjoy full financial autonomy and draw up its own financial investment policy, in accordance with its humanitarian objectivs (Article 18).
Eighth : Signature and ratification of the Agreement:
The Sixth chapter of the Agreement of establishing the Islamic Committee of the International Crescent includes the procedures of signature and ratification as well as putting it into action. These are :
- The present Agreement shall, following its adoption by the thirteenth session of the Islamic Conference of Foreign Ministers, be submitted for signature to all member states (Article 13).
- The present Agreement shall be subject to the ratification of the member states. The instrument of ratification shall be deposited with the Depositary which is the General Secretariat of the Organization Islamic Conference– Jeddah (Article 20).
- The Agreement of establishing the Committee shall be effective as soon as the instrument of ratification of one third of the member States of the Organization of the Islamic Conference have been deposited (Article 21).
- The resolution No. 40/28 was issued by the 28th Islamic Conference of Foreign Ministry held from 25 – 29 June 2001 in Bamako – Mali to consider that the quorum for considering the agreement active is the ratification of one third of the states that approved the Agreement in 1982 where their number was 39 states.

Tenth: Meetings: The Islamic Committee of the International Crescent convenes periodically and regularly its foundational meetings in a number of countries members in the Organization of Islamic Conference in order to introduce this Committee and getting support for its humane activities and programs. Eleventh : Organizational Tasks:
The Islamic Committee of the International Crescent adhered to make benefit of the available time during the foundational stage to fulfill organizational tasks to be ready for the actual inception after the completion of quorum of ratification of the agreement by the in OIC member states the approval of in this purpose the Headquarter State (Libya) made voluntary financial contributions to enable the ICIC performing its work. The following is achieved:-
- Establishing the permanent Headquarter of the Islamic Committee of the International Crescent in Benghazi.
- Signing the agreement of hosting the headquarter of the Committee in Benghazi between the General Secretariat of the Organization of Islamic Conference and the State of the headquarter (Libya).
- Putting the following regulations and rules.
• The organizational frame and specializations. • Regulation of employees. • Regulation of finance. • Regulation of procurement and deposits. • Rules concerning the storage for relief purposes. • Rules concerning relief delegates. • Regulation of the emblem of the Islamic Committee of the International Crescent. • Rules of the humanitarian initiatives. • Signing the agreements and memorandums the mutual cooperation with some of the countries and the Islamic associations of Red Crescent /RC and humanitarian institutions.
Twelfth : Activities:
The administration of the Islamic Committee of the International Crescent set out to fulfill the practical activities of the following tasks:-
- The Humanitarian Assistance:-
The Secretariat of the Islamic Committee of the International Crescent, since 1988 and till the end of 2007 A.D., set out to provide many of the institutions and organizations in the countries of the Organization of Islamic Conference and the Islamic communities in other countries with humanitarian assistance whether in the cases of disasters or to contribute in health, social and cultural programs in the form of subsidies and materials in the limits of the limited financial capabilities in which the committee managed to provide from the surplus of the voluntary contributions allocated by the State of Headquarter (Libya) , at the time when the Committee did not receive in this period any contributions from the states that are party in the agreement of establishing the committee because of the delay of quorum needed for the entry into force of the agreement. The subsidies were as follows:
• The number of the humanitarian assistance operations accomplished are (55)operations. • The amount of backing is about ( 800,000) us dollar. • The number of states that were provided with these assistance are(30) state in the continents of Africa, Asia and Europe.
- Health Care Centers:-
The Islamic committee of the International Crescent have designed a typical Islamic program of health care for mothers and children that concentrates on the following functions:-
• Vaccinate children against infectious diseases. • Display health awareness among mothers and girls. • Providing children complementary nutrition.
This program was accomplished with the collaboration of the International Islamic Call Association and Ministry of Health in the Republic of Mali – Hamad Allah Region in 22/ 6 /188 and there is an arrangement to fulfill this program in Djibouti with the collaboration of the Islamic Bank for development and the Djiboutian Crescent Association.
• Contribute in Establishing a medical clinic at the Islamic University in Uganda and furnishing medeeinges. • Contribute In Establishing a medical clinic at the Islamic University in Niger and furnishing medcings.
- Communications and Conferences:-
The Secretariat of the Islamic Committee of the international Crescent continues to have contacts with OIC member and OIC general secretariat for consultiation and coordination concerning the issues related to the work of the Committee and to obtain more ratifications of the ICIC Foundation Agreement.
3-1- Delegations of the Islamic Committee of the International Crescent met some presidents of the member states of the Organization of the Islamic Conference:- - Meeting Mr. Othman Ghazali President of the Union of Comoros. - Meeting Mr. Ma'moonAbdul Qayoum President of the Republic of Maldives. - Meeting Mr. Amado Tanja President of the Republic of Niger. - Meeting Mr. Abdallah Wade president of the Republic of Senegal. - Meeting Mr. Ely Ould Mohamed Fal president of the Islamic Republic of Mauritania. - Meeting Mrs. Bmesatu Anji Saidi vice president of the Gambia.
3-2- Delegations of the Islamic Committee of the International Crescent met many of the officials and ministers and Islamic figures, namely: - The president of the National Assembly (Parliament) of Guinea. - Foreign Ministers of Libya, Yemen, Qatar, Senegal, Niger, Mali, Uganda, Guinea, Comoros, Maldives, Sudan, Morocco, Jordon and Indonesia. - Ministers of Health, Social Affairs, Education, Justice and Endowment in Tunisia, Guinea, Maldives, Mauritania, Niger, Comors Union, Mozambique and Burkina Faso. - The spouse of the President of Guinea head of Fondis Association of Social Work. - Mrs. Viviang Wade, Republic of Senegal's wife, president of the Senegal's Health and Education Association.
3-3- The chairman of the Islamic Committee of the International Crescent attends the conferences and the legal meetings of the Organization of the Islamic Conference in order to view the reports of its activities and contacts with member states.
3-4- The Secretariat of the Committee makes continuous contacts with the national and international organizations that are concerned in the humanitarian work and collaborates with the national societies of the Red Crescent and Red Cross in the OIC member states.
3-5- The Committee continues its communication with the Institutions and the Islamic organizations that belong to or emerged from organization of the Islamic Conference such as the Islamic Solidarity Fund and the Islamic Bank for Development in order to cooperate to fulfill the activities related to relief and programs of health and social care.
- Consultation meeting of Red Crescent/Rc Societies in OIC Member States:
The First consultation meeting of the Red Crescent and Red Cross Associations of the States of the Islamic Conference Organization is held in the headquarters of the General Secretariat of the Organization in the city of Jeddah from 21 – 22 / 4 / 2001 A.D. .The Following issues were discussed:-
- The situation in Palestine and the humanitarian assistances to the Palestinian People. - The issue of the third additional signal of Geneva Convention. - Collaboration between the National Associations of Red Crescent and Red Cross in the fields of the humanitarian work. a. Collaboration in the field of the humanitarian work. b. Work to root consideration and consolidation of implementing the provisions of the Humane International Law. - Adhesion to the Agreement of The Foundation of the Islamic Committee of the International Crescent.
The preparation continues to hold the Second consultation Meeting in Istanbul in June 2008with the help and cooperation of the Turkish Red Crescent Society.
- Humanitarian Initiatives:-
The ICIC deals with matters related to the International Islamic relations, and other humanitarian matters, that become of great concern to the international community, in order to promote awareness and compliance of such matters.
In this respect the ICIC focussed on the following humanitarian initiatives:-
Rules of the treatment of war prisoners. Study of the means and ways to provide care and protection to refugees and displaced people. The partnership in the implementation of humanitarian assistance projects. Psycologhic care of the victims of disaster. Study of the situation of the Muslim minorites in the world. Follow up of the anti personal land mines problem. Protection of child in the Islamic world.
- Establishing the Islamic Forum of IHL:-
The ICIC secretariat has established this organ in view to contribute to disseminate the international humanitarian law (IHL) and the Islamic rules and traditions in this field and to make known the great contribution of the Islamic Ummah. The Forum held seminars and workshops on the IHL in Sana`a, Maldives, Djibuti Comoros, Niamey, Dakar, Nouakchott, Khartoum and Kampala. It published two editions of the annuary of experts on IHL in the Islamic world. It published also the review Alwasiya on the IHL.
- Program of Guiding and Directing Pilgrims:
In the frame of cooperation with the national organizations of Red Crescent and Red Cross in the OIC Member States of, the Islamic Committee of the International Crescent and the Saudi Arabian Red Crescent Society have adopted a project of issuing a unified guidebook of directive for pilgrims safety. The idea of this guidebook was approved during the nineteenth session of the Committee held from 9 – 1o / 12 / 2003 in the city of Dakar – Republic of Senegal that established a working group to prepare a draft of the proposed guidebook. The 22nd ICIC meeting held in Nouakchott on 23-24/1/2007 adopted the final version of the guidebook and the Saudi Red Crescent is in charge of its translation to English and french.
Thirteen: ICIC working programme in 2008:
The work program of the ICIC secretariat for the coming period, concentrates on the continuation of exercising the efforts to accelerate the establishment of the ICIC following the entrance into force of the ICIC agreement this year, by the preparation of the election of ICIC non permangnt members during the forthcoming ICFM to be held in Kampala from 18 to 20 June 2008, and continuing communications with the OIC member states, in addition to seeking contribution in the execution of the humanitarian programmes for the needy, the affected from disasters and the refugees and the displaced people in the Islamic World, all this in the limits of the available funds and abilities.
The broad lines of this periodical work program during the following period includes the following:-
- Contacts:-
1-1- The continuation of communicating the general secretariat of the OIC on the purpose of co-ordination and co-operation as regards the questions related to the tasks of the committee and achieving its objectives. 1-2- Making contacts with the member states of the organization which haven`t signed or ratified the agreement of establishing the ICIC to speed up joining the agreement. 1-3- The continuation of communicating the specialized institutions and organizations belonging to the OIC on the purpose of having co-ordination and co-operation with them in executing the programmes of humanitarian aid for the affected from natural and non-natural disasters, the victims of wars and armed disputes, the refugees and the displaced people in the Islamic World. 1-4- Establishing co-operative relationships with the intersted govemmental and non-govemmental organizations in the fields of humanitarian work.
- Information:
Taking action to make known the ICIC and its activities as follows:- 2-1- Informing the member states of the OIC the results of the committee meetings and circulating the documents issued by it. 2-2- Publishing the activities of the committee secetariat and to make known the work programmes which it performs, or takes part in them. 2-3- Supporting the activities of the ICIC scientific commission on the international humanitarian law and its specialized publication "Alwasya".
- Meetings:-
Participation in the follwing meetings:-
3-1- Attending the meetings and conferences held in the framewrk of the OIC. 3-2- Attending the meetings held by the international organizations and ngo`s in the field of social and humanitarian action. 3-3- Participating and preparation of seminars on international humanitarian law and the related islamic principles, through the ICIC scientific commission on IHL. 3-4- Follow up the recommendations of the consultative meeting of National Societies of Red Crescnet /Rc in OIC Member States.
- Programmes and Activities:-
The committee secretariat undertakes the execution of the programmes connected with the humanitarian aid in the limits of the available abilities, as follows:-
4-1- Taking interest in the situation of the refugees and the displaced people in the Islamic World and to keep taking actions on the purpose of contributing in the efforts aiming at providing the appropriate care for them and the co-operation in this respect with the cocerned international organizations and the specialized Islamic institutions and the possibility of finding conceptions for a legal framework to treat their situations in the OIC. 4-2- Contribution to the efforts of relief in the situations of natural and non natural disasters in the Islamic world. 4-3- To continue efforts on the purpose of signing co-operative agreements with the humanitarian organizations and particularly with the red crescent national societes in the member states of the OIC.
- Administration and budget:-
5-1- To continue endeavouring to obtain the appropriat support from the member states of the OIC, and the specialized institutions belonging to the organization on the purpose of financing the committee`s work enterprises for the future time and the human aid programmes. 5-2- In the framework of the committee`s main objectives, the chairman of the committee is authorised to take all procedures and initiatives which have a connection with the committee`s work and with the coming period following the election of the non permanent ICIC members by the forthcoming the 35th Islamic Conference of foreign minsters for holding the first ICIC meeting with its new composition in consultation with the OIC general secretariat.
